Supporting Survivor-Led Recovery

We work alongside a network of community-based organizations and civic leaders advancing fire recovery. We provide direct grants, technical support, and coordination to organizations leading trusted, place-based recovery efforts.

In addition, we have provided small neighborhood grants to support survivor-led gatherings, aimed at sustaining connection, care, and healing to complement broader recovery efforts.

In the Community

We convene survivor-facing events and cross-sector gatherings—including community soil testing days, survivor workshops, community meetings, block captain convenings, and finance and insurance expert working groups—aimed at connecting on-the-ground conditions to policy, funding, and coordination efforts.

Community Voices: LA Fire Recovery Report

One of the ways that we bring survivor perspectives directly into recovery decisions is through the Community Voices: LA Fire Recovery Report, an ongoing survey of fire survivors impacted by the Palisades and Eaton Fires.

To date, the survey has reached over 8,200 survivors, making it the only statistically significant, consistent assessment of recovery needs following the January 2025 fires. Findings from the survey have informed philanthropic investments, shaped local and state policy discussions, and helped align recovery priorities across the region.

By centering survivor experiences and coordinating across sectors and levels of government, we work to direct resources towards community-identified needs.

Policy Outcomes

Our insights and advocacy have helped shape:

  • Expansion of CalAssist Mortgage Fund eligibility

  • California’s post-fire soil testing guidance

  • Extension of free LA County Soil Lead Testing Program for residents living within and downwind of burn areas

  • Clarification of insurance coverage for solar and battery upgrades through a Governor’s Executive Order

We have brought qualitative and quantitative data on survivor experiences directly into key decision-making spaces, including:

  • California Insurance Commissioner task force

  • Intergovernmental policy roundtables

  • Federal, state, and local appropriations discussions

Resource Mobilization

  • $8M in state funding directed based on recommendations from the Department of Angels, including:

    • $2M to repair and remediate affordable senior housing at Altadena Vista Senior Apartments

    • $2M to clean up homes with the highest levels of lead contamination

    • $2M for financial assistance for prefabricated and modular housing development, which an offer a speedier return home

    • $2M for capacity-building grants to support affordable housing development on faith-owned properties

  • Funded last-mile remediation at Casa Gateway affordable senior housing community in the Pacific Palisades, helping more than 60 families get back home

  • Coordination enabling new recovery pilots and initiatives
